Job Expired
The Mining and Minerals Regulatory Authority (MMRA), the Mining Sector Regulator in Malawi, was established under the Mines and Minerals Act of 2019 and the enactment of the Mines and Minerals Act No. 25 of 2023. Its mandate is to regulate the mineral sector and the development and utilization of mineral resources in line with sustainable development principles and practices for the benefit of Malawians.

MMRA’s Vision is to be a steward of mineral resources for sustainable national prosperity. The Authority is at a critical stage in implementing its mandate under the Mines and Minerals Act No. 25 of 2023, and the absence of substantive leadership in these directorates poses a significant risk to the effective regulation of Malawi’s mining sector. The successful filling of these positions is essential to:
– Strengthen Regulatory Oversight: The mining sector requires immediate and decisive regulatory leadership to ensure compliance, safety, and environmental protection across all operations.
– Accelerate Service Delivery: Delays in registration, licensing, inspection, and enforcement directly impact industry players and the general public. Filling these positions will restore efficiency and responsiveness.
– Enhance Resource Mobilisation and Financial Accountability: The Director of Finance is urgently needed to ensure prudent financial management, timely reporting, and compliance with IPSAS and Government financial regulations.
– Support National Development Goals: The mining sector is a key pillar of Malawi’s economic growth agenda. These positions are critical to ensuring that mineral resources are developed sustainably and for the benefit of all Malawians.
– Meet Statutory and Governance Obligations: The Authority has a legal obligation to maintain a fully functional regulatory framework. The appointment of these directors is necessary for MMRA to meet its statutory obligations and to provide the Board and Management with the strategic support required.

Frequently Asked Questions

What qualifications and experience are typically required for the Director of Inspection and Enforcement role at MMRA?

Candidates usually need a minimum of a Bachelor's degree in Mining Engineering, Geology, Law, or a related field, with many employers preferring a Master's degree. At least 10-15 years of progressive experience in mining regulation, compliance, or enforcement is typically expected, including prior leadership roles. Professional certifications in occupational health and safety or environmental management are highly advantageous in the Malawian context.

What are the typical day-to-day responsibilities of this director-level position?

The role involves overseeing field inspections of mining operations across Malawi to ensure compliance with the Mines and Minerals Act. You will lead enforcement actions against non-compliant operators, manage a team of inspectors, and liaise with government ministries and stakeholders on regulatory matters. Regular reporting to the MMRA board and advising on policy updates also form core duties.

How does the work culture and expectations differ in Malawi's public regulatory sector?

Malawi's public sector emphasizes hierarchical respect, formal protocols, and relationship-building with traditional leaders and local communities affected by mining. Punctuality and thorough documentation are valued, though bureaucratic processes can slow decision-making. Directors are expected to navigate political sensitivities while maintaining regulatory independence and integrity.

What career progression opportunities exist after serving as Director of Inspection and Enforcement?

Successful directors may advance to Chief Executive Officer of MMRA or transition to Permanent Secretary roles in the Ministry of Mining or Natural Resources. Opportunities also exist in regional bodies like the African Union or international organizations such as the World Bank's extractives governance programs. Some move into senior advisory roles with mining companies or establish private consultancy practices.

What benefits are typically included in senior public sector roles like this in Malawi?

Benefits usually include contributory pension schemes through the Malawi Public Service, medical aid coverage for the employee and dependents, and generous annual leave entitlements often exceeding 30 days. Housing or housing allowances, official vehicles for field inspections, and subsistence allowances for remote site visits are commonly provided. Gratuity payments upon contract completion are standard for director-level appointments.

How should I apply for this position and what do Malawian employers prioritize in candidates?

Applications are typically submitted through the Public Appointments Committee, MMRA directly, or advertised in national newspapers like The Nation and Daily Times. Employers prioritize demonstrated integrity, proven track records in enforcement, and deep knowledge of Malawi's mining legislative framework. Strong references from previous government or reputable private sector roles significantly strengthen your candidacy.
