Purpose of the Job:
To identify water users and effluent discharger and initiate licensing processes.

Key Responsibilities
- Identify unlicensed water abstractors, effluent dischargers and borehole drillers and facilitate licensing processes
- Identify licensed water users who are not compliant and enforce compliance
- Coordinating with District Irrigation, Water and Environment Officers to ensure compliance with Water Resources Act
- Receive, record, process and compile applications and prepare bimonthly reports
- Assist in analysing license and permit applications and recommending to supervisors
- Carrying out data entry, updating licenses and permits data in licensing registers
- Ensure all license and permit fees are paid by verifying proof of payments
- Assisting applicants in completing license and permit application forms
- Support civic education and stakeholder awareness activities
- Assist in printing and issuing licenses
- Assist Catchment Management Committees in handling applications
- Allocating and supervising the Licensing Assistant
Requirements
- Diploma in Environmental Science, Water Resources Management, Natural Resources Management, Engineering, Laboratory Science/Technology, Geography or a related field
- Minimum of two (2) years’ relevant work experience in inspections, compliance monitoring, water resources management, or a related field
- Problem solving and analytical skills, strong interpersonal skills, ability to work in a team, good communication skills, attention to detail, integrity and confidentiality.
